海南省白沙县乡村生态旅游业发展模式初探

摘 要：随着海南省白沙县经济的不断发展，白沙县城镇居民对家庭生活水平的要求也越来越高，加之国家对于海南国际旅游岛项目的建设，海南省的旅游业发展迅速，利用旅游业促进海南省白沙县的经济发展，已成为白沙县居民日常谈论的热点话题。目前海南旅游业正不断发展，海南省白沙县拥有良好的气候地理环境，独特的乡村文化背景，适合发展乡村生态旅游业，目前白沙县已开始打造“中国美丽乡村”生态旅游发展模式，加快了了白沙县乡村生态旅游业的发展。本文通过分析海南省白沙县乡村生态旅游业的现状，找出其发展中的问题和不足，并对此提出建议和措施。

The exploration of the development pattern of ecological tourism industry in countryside of Baisha county in Haian province

Abstract: with the development of the economy of Baisha county in Hainan province,the requirement of living standard from citizen of Baisha county is been excepted much more and more,and because of the government developed the Hainan international traviling island project,the tourist industry in Hainan are developing fast,by using the tourism to help the development of economy in Baisha county of Hainan province is becoming the hot topic for the citizen in Baisha county to discuss.Now the tourist industry in Baisha county is incessant ly developing,withe the excellence geography climate and the special countryside culture to be its background,it’s suitable to develop the countryside tourist industry in Baisha county.And now Baisha county have started to create a “Chinese beautiful countryside” which is a development pattern of ecological tourism industry,which speed up the the development of economy in Baisha county.This article have analyzed the situation of ecological tourism industry in countryside of Baisha county in Haian province,trying to find out the advantages and disadvantages in the process of its development,and put forward some advises and measures for this situation.

摘要:自从工业革命开始以来，社会工业化以及城市化快速发展。与此同时，工业化和城

市化过程中，工业区和城市的面积不断扩大，在这过程不可避免对农村用地进行了吞噬，造成大批农民失去赖以生存的土地。2014年数据显示，在这年中我国城市建设用地约为5.25亿亩，与此同时，农村地区建设用地是城市建设用地的4倍。这数据说明随着我国经济的发展，在农村地区征地越来越普遍和频繁。一年大约有1300万人口进城，其中大约200万为因为失地而被迫进城的农民。2014国家国土部数据显示我国目前失地农民数量为1.12亿，并且每年在这个基础上还以约300万的速度递增。

虽然目前我国的城镇人口超过农村人口，但农村人口数量庞大。许多农民文化程度不高，很难适应这个快速发展的社会，一旦失去土地，他们很难找到适合他们的工作岗位。同时，在征地过程中一次性补偿安置费难以解决他们长久生存问题。由于失地农民数量庞大，他们的养老保险问题已不容忽视，也是中国目前需要解决的难题之一。解决好失地农民的养老保险问题，关系到中国梦和建设全面小康社会的实现与完成。

Abstract : From the started of industrial revolution,the industrialization and urbanization of community are developed fast.And at the meanwhile,in the development of industrialization and urbanization the size of industrial area and the city have expanded incessantly,this will inevitably take the land which used to farm in countryside and making a lot of farmers lost the land which they farm on for living.The data in 2014 shows that in this year the urban construction land take about 525 million unit of area in our nation and at the same time,the rural construction land is 4 times more than the urban construction land.This meanings that withe the development of economy of our nation,it is much more generally and frequently to expropriate land in rural area.There have almost 13 million people get into the city and about 2 million of them are forced to get in because their land have been taken.A data from the Ministry of Land and Resources in 2014 shows that the number of land-lost farmers in our nation are about 112 million,and the number are increasing in this foundation by 3 million per year.

Even the number of urban population are much more than the number of rural population,the number of rural population are still large.Most of the farmers are not well educated and it’s hard form them to adapt the fast developed society.Once they lost their land,finding a suitable job is difficult.At the same time,the one-time at all compensation for the expropriation of land is hard to cover the living cost they need for long time.Becaus of the number of land-lost farmer are huge,the

problem of endowment insurance of them is can’t be ignored and also the puzzle which need to solve in our nation.Solving this problem is concerning about the achievement and accomplish of the Chinese dream and building a well-off society in an all round way.
